The thickness of the crust over the hotspot. The known supervolcanoes are in continental regions with mostly landmass sitting on top of them. A few are in bays, but these bays aren't miles deep. A few hundred meter at most like the Mediterranean sea. The hotspot where Hawaii is located has millions of tons (if not more) of crust NOT pressing it down or restricting its exit port. Just ocean water. Yes there is still thousands of pounds of pressure per square meter at the bottom of the ocean, but it significantly changes, lessening, as you reach the surface to virtually no resistance at all.
